I am directed by the Lords Commissioners of His Majesty's Treasury to advert to Treasury Letter of the 25th February, 1915, (4506/15), on the subject of the opening of new branches and agencies by the Hong Kong and Shanghai Banking Corporation, and to request you to inform Secretary Viscount Milner that They have received an application from the Corporation for a general authority
to open new branches or agencies at such places in China, Manchuria or Korea as may be required.
My Lords are not aware of any objection to the establishment of branches at such places, subject to the requirements of local law, but They would be glad to learn, before issuing Their warrant, whether Viscount Milner has any objection to offer to the proposals of the Bank.
